Marlene Lockard has nearly 30 years of government and private-sector leadership experience having served as Nevada’s first female Chief of Staff under then Governor and former U.S. Senator Richard Bryan; Vice President for a global software company; and as Nevada’s Chief Information Officer (CIO) for the Department of Information Technology.
On behalf of the State of Nevada, Ms. Lockard was instrumental in successfully negotiating a multi-million dollar land exchange resulting in saving 3,726 acres of the Galena Forest land located just below the Mt. Rose Summit.
During her tenure as Nevada CIO, Ms. Lockard negotiated numerous technology partnerships between the public and private sectors and was recognized by the Center for Digital Government and the Progress & Freedom Foundation as a leader in using innovative technologies to better serve its citizens, ranking Nevada in the top 10 states for technology management at that time. Notably, Lockard led the initiative in negotiating a shared resource fiber optic agreement resulting in a communications package saving the state $5.8 million per year and assisting rural Nevada in their Economic Development expansion efforts.
Lockard’s background in public policy, technology and government process led her to form her own consulting firm, The Lockard Group in 2003. Ms. Lockard has represented numerous clients on behalf of their government affairs and issue advocacy needs.
Ms. Lockard has a long involvement in community activity, currently serving on the board for the Committee to Aid Abused Women, past board member for the College of Engineering, University of Nevada, Reno, past Chair for the Nevada Women’s Fund and voluntary co-host for Nevada Newsmakers, a current affairs news program on Channel 4, Reno, NV.
