Est. 1989
Our founding members, Sarah Chvilicek, Beth Elliot, Elaine Enarson, Diana Glomb-Rogan, Helen Jones, Diane Loper, Nancy Moore, Elizabeth Pope, and Diane Williams formed Nevada Women’s Lobby in 1989 to improve the status of women and children by lobbying public officials and lawmakers.

1988-1989

Founding members form Nevada Women’s Lobby and write Principles of Unity

1992

Nevada Women’s Lobby expands statewide and welcomes members from Southern Nevada

1993-1997

Made stalking a crime and passed the Rape Shied Bill, giving anonymity to victims.

1999

Passed legislation that ensures direct access to a gynecologist, rather than going through a “gatekeeper” general physician first

2001-2005

Raised the cap on child support payments and secured an audit on the state child support enforcement and collection agency

2009

Worked with lawmakers and allied progressive organizations to make Nevada the 17th state to provide domestic partnership rights

2009

2011

Helped add “gender” and “gender expression and identity” to classes protected from discrimination

2017

Nevada ratified the Equal Rights Amendment, making us the first state to ratify in 30 years

Worked with Senator Cannizzaro to pass the Safe Act, which provides time off for victims of domestic abuse and increased penalties for repeat offenders of domestic violence

2019

Helped pass Paid Sick Leave, requiring employers with 50 or more employees to give at least 40 hours of paid time off to employees

2019

Helped enact civil penalties against businesses if they have been found responsible for gender pay discrimination

Marlene Lockard has nearly 30 years of government and private-sector leadership experience having served as Nevada’s first female Chief of Staff under then Governor and former U.S. Senator Richard Bryan; Vice President for a global software company; and as Nevada’s Chief Information Officer (CIO) for the Department of Information Technology.

On behalf of the State of Nevada, Ms. Lockard was instrumental in successfully negotiating a multi-million dollar land exchange resulting in saving 3,726 acres of the Galena Forest land located just below the Mt. Rose Summit.

During her tenure as Nevada CIO, Ms. Lockard negotiated numerous technology partnerships between the public and private sectors and was recognized by the Center for Digital Government and the Progress & Freedom Foundation as a leader in using innovative technologies to better serve its citizens, ranking Nevada in the top 10 states for technology management at that time. Notably, Lockard led the initiative in negotiating a shared resource fiber optic agreement resulting in a communications package saving the state $5.8 million per year and assisting rural Nevada in their Economic Development expansion efforts.

Lockard’s background in public policy, technology and government process led her to form her own consulting firm, The Lockard Group in 2003. Ms. Lockard has represented numerous clients on behalf of their government affairs and issue advocacy needs.

Ms. Lockard has a long involvement in community activity, currently serving on the board for the Committee to Aid Abused Women, past board member for the College of Engineering, University of Nevada, Reno, past Chair for the Nevada Women’s Fund and voluntary co-host for Nevada Newsmakers, a current affairs news program on Channel 4, Reno, NV.
